How to get driving license in Karnataka

HOW TO OBTAIN A PERMANENT DRIVING LICENCE?

A person holding an effective DRIVING LICENCE only, issued by a valid licensing authority is enabled to drive a motor vehicle in any public place. Such person is entitled to drive the vehicle belonging to the particular class of vehicle which is mentioned in his/her driving licence.

REQUIRED DOCUMENTS:
a. ADDRESS PROOF: (To produce any ONE of the following)
· Electoral Roll
· LIC Policy
· Passport
· Pay slip issued by any office of the Central Government or a State Government or a Local body
· Any other document(s) as may be prescribed by the State Government viz., Ration Card/Water Bill/Electricity Bill

b. AGE PROOF: (To produce any ONE of the following)
· School Certificate
· Birth Certificate
· PAN Card
· Certificate granted by a registered medical practitioner not below the rank of a Civil Surgeon.

c. VALID LEARNER LICENCE:
· Learner License which is issued by an authorized licensing authority which is effective as on the date of application for driving licence as well as on the date of the competency test.

d. PHOTOGRAPHS:
· In all the computerized offices, it is enough to submit ONE recent passport size photograph.
· Wherever computerization is not done, the applicants may need to submit three numbers of recent passport size photographs.

e. MEDICAL CERTIFICATE:
· Applicants above the age of 50 years shall submit CMV Form-1A issued by a registered medical practitioner.

MINIMUM REQUIREMENTS

a) Age:
FOR TRANSPORT VEHICLE

· The applicant shall have attained the age of 20 years in case of Transport vehicle (Auto rickshaw cab, Taxi, Goods Vehicle, Bus etc.)
· One year driving experience of light motor vehicle is required.
· A certificate issued by the registered driving school/training establishment.
FOR NON-TRANSPORT VEHICLE

· The applicant shall have attained the age of 18 years in case of Non-Transport vehicle (Motor Cycle with out Gear, Motor Cycle with Gear, Light Motor Vehicle, etc.)
b) Learner Licence.

· Minimum of 30 days from the date of issue of Learner Licence · Learner Licence should be valid as on the date of application. c) Vehicle related documents:
Some of the states may insist the following documents:
· Valid Registration Certificate of the vehicle on which the test is to be given.
· Valid Insurance Certificate of the vehicle.
· Valid Pollution/Emission Test Certificate.

· Some of the states have enabled the scheduling of appointments to appear for driving test as per the convenience. To avail such services, please follow the link “An appointment for Driving Test/LL Test”.
· The applicant shall appear for the driving test on the respective class of vehicle mentioned in his Learner Licence.
· In case of failure in the first attempt of the driving test, the applicant is eligible to appear for the second appearance only after a minimum period of seven days from the date of first appearance.
 · In case of failure in the second attempt of the driving test, the applicant is eligible to appear for the third appearance only after a minimum period of seven days from the date of second appearance.
· In case the applicant does not pass even after three appearances, he/she shall not be qualified to re-appear for such test before the expiry of sixty days from the date of last such test.
· Person who passed a test in driving a motor cycle with gear shall deemed also to have passed in a test in driving motor cycle without gear.

 WHERE TO APPLY FOR DRIVING LICENCE?

· Applicants can apply for Driving Licence ONLINE by following the link “Issue of Driving Licence to me”.
· Applicants can also take the print out of the duly filled-in ONLINE application along with the reference number and the same can be submitted at the chosen RTO office.
· Wherever the ONLINE transactions are not enabled, the applicants shall submit the application in the prescribed CMV Form-4 / Unified Form to the jurisdictional licencing authority.


Normally this is the process in any State across India. Well, Few Road Transport Authorities (RTA's) could be working as per the local governments periodic regulations.




1. Buy the Learning Licence Forms. These are Form 2, Form 1 & Form 1A(Form 1A is for people aged above

2. Once you are done with filling up of forms, find out with the Road Transport Authoritie’s office, if you have to book a slot for your learners license test. In Andhra Pradesh, one has to book the slot and then practice the questions to clear the test. In Andhra Pradesh the slot can be booked at the link below.

3. Once the slot is booked, you need to prepare for the online learners licence test which comprises of 20 questions (For Andhra Pradesh). In other cases, walk in to RTA office and pay fee and wait for your turn. The passing mark is 16 where each question carries 1 mark for AP. 5. Once you clear your learners license, you may book a slot for the permanent licence (This is in case of Andhra Pradesh) on the same website as stated above. For other states call the RTA office to find out the availability of track to be tested for the permanent License.
